In lieu of or in addition to any criminal prosecution or civil remedy for the violation
of any provision of this article, the chief of police shall have, as to the holders
of any permit or certificate, or as to any applicant therefor, the duty and authority
to enforce the provisions of this section by administrative action in accordance with
the principles and procedures in this division.
