§ 8-148. Use of public property restricted.
No peddler, solicitor, vendor or advertising or magazine vendor as defined in section 8-140, whether licensed or not shall:
(1)
Have exclusive right to any location in the public streets or rights-of-way.
(2)
Be permitted a stationary location on the public streets or rights-of-way.
(3)
Be permitted to operate in any congested area where his operations might impede or inconvenience the public.
(4)
For purposes of this section, the judgment of a police officer exercised in good faith, shall be deemed conclusive as to whether the area is congested or the public endangered, impeded or inconvenienced.
