§ 42-319. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Capital improvements plan means the plan adopted by the city council on May 15, 1990.
Living unit equivalent (LUE) means a derivative measurement intended to establish a common measurement unit for all types of land uses. An LUE is equivalent to the amount of demand typically produced by a single-family residence using a three-fourths-inch water meter.

The living unit equivalent (LUE) for residential use is as follows:

The LUE for commercial or industrial use shall be based upon meter size equivalents as follows:
