It shall be unlawful for any person other than those authorized by the city to connect,
disconnect, move or tamper with any water meter, or turn off the water at the curb
cock, valve, or meter; or open or tamper with any meter box. In addition to the enforcement
provisions stated in section 42-111, the city shall collect a fee which is on file in the city secretary's office for
each and every time there is a violation of this section. Said fee shall be assessed
to and collected from the account holder of the tampered meter.
