§ 34-255. Definitions.

  • The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Panhandling means asking or begging people for money, goods, or anything else of value, in an aggressive manner exhibiting behavior endangering himself or other people by interfering with pedestrian or vehicular traffic and blocking or impeding such passage whether by words, bodily gestures, signs or other means or when said requests are unwanted.

    Public place means any place to which the public or a substantial group of the public has access and includes, but is not limited to, streets, highways, and the common areas of schools, hospitals, apartment houses, office buildings, transport facilities and shops.
