It shall be hereafter unlawful for any march, parade, rally or demonstration to be
held, begun, or staged, by cars or other motor or animal drawn vehicles, or on animals
or foot, or by any means or mode of transportation whatsoever, by more than ten persons
in or on the public streets, property or ways of the city, unless permission shall
first have been secured from the city manager or his designee.
