The legislature of the state has in its Flood Control and Insurance, V.T.C.A., Water
Code § 16.311 et seq., delegated the responsibility to local governmental units to
adopt regulations designed to minimize flood losses. Therefore, the city council does
ordain the regulations set forth in this article.
